A.TR Certificates

Borderbolt includes a dedicated module for managing A.TR movement certificates — the official customs document required for goods traded between the European Union and Turkey under the EU-Turkey Customs Union.

Overview

The A.TR module supports the full certificate lifecycle:

  1. Create a new A.TR certificate (blank or auto-filled from an export declaration)
  2. Fill in the required fields (parties, goods, endorsement)
  3. Submit the certificate to lock it for printing
  4. Print the final PDF on official preprinted A.TR forms
  5. Send for approval to customer contacts if needed

A.TR Certificate List

Navigate to the A.TR section in the sidebar to see all certificates. The list view uses an AG-Grid table with:

  • Document number, status, consignor, consignee
  • Export and destination countries
  • Created date
  • Quick actions: download PDF, copy, delete

Creating a New A.TR

You have two options:

Blank A.TR

Click New ATR to create an empty certificate in Draft status. You will be redirected to the edit form.

From Export Declaration

Click From Export to select an existing export declaration destined for Turkey. Borderbolt will auto-populate:

  • Consignor (exporter) from the declaration’s exporter details
  • Consignee (importer) from the declaration’s importer details
  • Goods items aggregated from declaration lines, including:
    • Packaging summary (e.g., “18 PALLETS, 5 BOXES”)
    • Invoice numbers
    • Item descriptions with HS codes and country of origin
  • Box 12 endorsement fields from the export MRN, date, and customs office

Only export declarations with Turkey (TR) as the importer country are shown in the selection list.

Editing an A.TR Certificate

The edit form is split into two columns:

Left Column — Parties & Details (Boxes 1-8)

Right Column — Goods, Endorsement & Signing (Boxes 9-13)

Goods Items (Box 9-11)

The goods table supports:

  • Add/remove individual line items
  • Drag-and-drop reordering or arrow buttons for accessibility
  • Each item has:
    • Sequence number (auto-assigned)
    • Description of goods (free text, can span multiple lines)
    • Gross weight in kilograms

Box 12 — Customs Endorsement

These fields are auto-filled when creating from an export declaration, or can be entered manually.

Self-Signing Stamp

If your organization has an A.TR self-signing license, enable the Print Stamp toggle to include the license stamp on the PDF:

Auto-Save

All fields auto-save when you move to the next field (on blur). Changes are saved immediately — there is no separate save button.

Only certificates in Draft status can be edited. Once submitted, the certificate is locked.

Submitting an A.TR

When the certificate is complete, click Submit & Print. The system validates that all required fields are filled:

  • Consignor (exporter)
  • Consignee (importer)
  • Signing location
  • Signing date
  • License number and holder (if stamp is enabled)

After submission:

  • The status changes to Submitted and the certificate is locked from further editing
  • You are redirected to the Print page

Printing

The Print page provides:

  • A PDF preview of the certificate
  • Step-by-step printing instructions for official preprinted A.TR forms:
    1. Load official A.TR form into printer
    2. Set scale to 100% (no fit-to-page)
    3. Use A4 paper size
    4. Print

The final PDF is designed with transparent backgrounds so it overlays correctly on preprinted official A.TR stationery.

Draft watermark: PDFs generated while the certificate is in Draft status include a watermark. The final (clean) PDF is only available after submission.

Approval Workflow

A.TR certificates support an approval workflow for customer review:

  1. Click Send Approval on the certificate
  2. Select customer contacts to notify
  3. Contacts receive an email with a secure approval link
  4. They can review and approve/reject the certificate
  5. The approval history is tracked in the Approval History panel

Copying a Certificate

Click Copy on any existing A.TR to create a new draft with the same data. This is useful for repeat shipments to the same consignee. The copy:

  • Generates a new document number
  • Resets status to Draft
  • Clears the endorsement MRN and date (to be filled for the new export)
  • Clears the signature

Certificate Statuses

Customer Quick-Fill

When filling in the consignor or consignee fields, you can use the customer selection buttons to quickly populate the address from your customer master data. This pulls the full name and address from the selected customer record.
